That is for broadcast media. TV & Radio. Not cable or recordings or anything else.
And they aren't trying to "ban" words.
"MotherFucker" should not be a word that is broadcast over free airwaves. Maybe you don't have children, or maybe your the type of person who thinks its funny if your 7 year old hears the word "hahahaha" . I don't.
