As for your bit about the same conditions, do you really consider places such as Europe, and Southern Africa 'the same'? At the time homosapiens entered Europe (around 30,000 - 40,000 years ago) they would of no doubt had to combat such things extreme cold, fighting with the primitves already there, as well as a host of other DIFFERENT issues which we can hardly even comprehend.
Although it is hard to really know what issues faced each people, I think it is pretty reasonable to assume that their environments and cultures were vastly different.

running track or playing basketball isn't a well established path into college for white people.
why aren't black people good swimmers? they probably are.. they just don't have a social proclivity or proximity to a pool or beach as they do to the basketball court.
they already had fire and already wore animal fur and warred with other tribes before entering europe. Intelligence in the sense that someone that was more intelligent spread their genes had nothing more to do in this environment than any other... certainly far, far less than physical attributes which are bascially identical bar a few cosmetic genes.
