So social issues are the reason a White man has never run under 10 seconds in a 100 meter race? Sounds a bit far fetched to me.

As for your bit about the same conditions, do you really consider places such as Europe (Russia for an extreme example), and Southern Africa 'the same'? At the time homosapiens entered Europe (around 30,000 - 40,000 years ago) they would of no doubt had to combat such things extreme cold, fighting with the primitves already there (for cave space, food, etc), as well as a host of other DIFFERENT issues which we can hardly even comprehend.

Although it is hard to really know what issues faced each people, I think it is pretty reasonable to assume that their environments and cultures were vastly different.
