Well, the biggest dick I've ever seen, period, belonged to former NFL all-pro and Police Academy star Bubba Smith. He was hanging around the locker room at 24 hr Fitness in Santa Monica, sitting on a bench, exposing his giant unit for all to see. It was about the size of a Dachsund. The thing needed a leash. It was scary. I almost shook hands with it.
He is also the first black man I ever met (back when I was a boy, before I met his dick,) but that's a different story.
