33% is the industry average from trial to month. If you are over that you are doing good, if you are under you're doing not so good. So maybe just try a more expensive trial/longer period.

Ofcourse! Trials to month is the hardest, once you got month, to next month is easier. As the matter of fact month to month should be a bit better for signup that came from trial.

Good new idea except do that 18.95 for 2 weeks trial maybe otherwise, members may cancel thinking to rejoin to save money then just forget to rejoin
