these are going on the web? have the company convert them to PAL, its not that expensive, and the loss will be negligible if for the web, your going to compress the shit out of it anyways. It will still be an adequate source file after the tape to tape conversion.
otherwise, ask them to send you an ntsc cam (pay them for the cam, have them unpackage it, get a small one, have 'em bubblewrap it and send it as a gift DHL or FEDEX) with the tapes, just be careful with customs (dont know where you are) and be careful how cheap you go on the cam, dont want it eating your tapes. and make sure the cam has the outputs you need for capture ...
