There's a pump pumping water at the rate of 7500 gallons per hour through the ponds, streams and water falls. The moving water isn't frozen. It's the water on top of the pond that's frozen. You have to keep a hole in that ice to let gases escape that could hurt the koi. As for the fountain. I'm afraid if I turn it off, all the water in it will freeze and I won't be able to turn it back on. I poured a 5 gallon bucket of hot water over the thickest ice.

I'm more concerned with water levels of both the pond and the fountain. All the outdoor spigots are frozen right now along with my autofill for the pond. As for a hole in the pond ice, I've got two little floating deicers on it.
