Well, if it was at home, I would fish it all out. When my son was really little, the little tyke just loved flushing things down the toilet. He flushed this little plastic figurine down the toilet and it plugged it up. We plunged and plunged but it didn't work. Finally had to call a plumber who took off the toilet...but...all the tile was cracked during the process...and the little figurine was jammed in so tight the plumber couldn't get it out.

So, to finish off the story we had to buy a new toilet, we also had to redo the tile on the entire floor...the previous toilet and sink basin were in a custom color that we could not find a match for, so we had to buy a new sink, which no longer fit the vanity...and so on and so on. $10,000 dollars later I had a brand new bathroom, now the old bathroom was only about 4 years old and it didn't need it...but now...if anything drops in the toilet i grab the gloves and I scoop it out.
