that's just being smart. they're pointing out a potential behavior of terrorists. They're not arresting people merely because they are carrying an almanac, but it's something to raise suspicion, especially combined with other potential 'traits'. besides, how many people carry around an almanac anyways?
i see nothing of an arrest of an individual purely due to having an almanac in their possession.
