TRUST ME on this, that guy wants to distance himself AS FAR AWAY from nudity in his bar as possible.
he can be a major target in this, think about it for a second. liquor licenses and topless bars are VERY different.
you cant even show more than your titas in MOST clubs, why? because there are STRICT rules regarding alcohol and nudity in the same establishment.
