yah some do, steak tar tar or some shit
but the reason is that no bacteria or germs are in the middle of the steak, all of it is on the outside so when you cook it a little on each side its dead,
problem with hamburger meat is that the outside all gets ground up and mixed in, so cooking well throughout is necessary to kill all the germs.
