Charge it back on your Credit Card, but also phone Paypal and tell them what is happening. The problem from their end is at the moment they see it as a legit transaction the guy had all your details and now it's only your word that says it was wrong.
Look at it from two sides, it will give you a clearer picture and help you make better decisions.
We were with Paypal, they eventually dropped us and they paid us all the money they owed us and well within the 180 days they state in their contract.
