So Sam calls him both. Also, the way the voices are written, Sam has a very low-class, rural "accent" whereas Frodo speaks proper English in full sentences more often, reinforcing the class distinction between them.
Gollum also recognizes Frodo as the person in charge.
"But master has gone to sleep, and perhaps Sam wants to sleep. Doesn't want rabbits now?" (Gollum to Sam in TTT)
