Way back in the last century Saddam took over Kuwait. The world said, "back off," he said, "fuck you." The world then proceeded to kick his ass.
When you go to war, and lose, there are usually terms attached, and in this case it was that he couldn't have WMD. If he had won, then he could probably have them, and none of us could.
