Yes, of course, but for them to go "Official" with private property in their constitution for the first time is a big, big deal.
The only downside China will undoubtly become extremely rich and even more powerful than they are already since this will draw enormous amounts of new capital investment and they have some of the cheapest labor in the world.
The US became powerful with manufacturing and now that's all going overseas for most industries and will continue to do so.
Our only salvation is the leadership role we have in technology and other advanced service industries.
