That became a popular expression in the 60's when the REVERAND Martin Luther King led the civil rights movment. The movement was organized by the church in a congragation type setting and each member of the congragation has the official church title of "brother" or "sister" because they are all the children of god. This is how people in the church address each other (examples: Sister Sarah; Brother John).
