If it is not in there, remember courts and court decisions change and append laws by their decisions. I've seen court cases citing no more than 72 hours after the law came out and they discussed "safe harbor" issues; so if it's not in the law as passed, it's been "invisibly" added to and determined by the courts as to what is considered to be "a reasonable amount of time".
