That just may be the best reason out of a variety of good reasons. I do not know what the status is in the current conflict but during the 1st Gulf War...not a single member of the 535 members of Congress had a son or daughter in the military. In addition...less than 1% of the population ever serves in the all volunteer military and the ranks are filled primarily with the children of lower financial status. With a draft (a reformed draft from the old draft) people from all walks of life will be affected...where as now...few people even know of anyone that is serving.
