Here's probably the reason: The US Constitution has the Fifth Amendment--the government cannot force a person to make involuntary incriminating statements. A person can invoke his right to silence. Cops will have to do the legwork to convict him.

We get our asses beat regularly over a simple drug charge when we get arrested but they won't even lay hands on this Mexican? I don't get it.
