you wish this would be the case. If it were, we would be happy, but its not really so simple. Its a whole big gray area which is just slowly being filled in. There is no OFFICIAL government agency out there that runs an AVS, if there were one, it would kick ass. Currently, there are multiple AVS systems out there that all do their own little thing. Just a few months ago a new law came into effect which makes it all a lot stricter. Now AVS systems have to get certified by the government before they can be used, but when they are then using them is good enough for the gov. So thats a good thing I guess.

The requirements for passing the certification are kinda silly though and I am no expert on them so I really do not know a lot about it.
