Actually it isn't an issue where any kid can get a credit card. The German consumer actually has to send in a few forms of ID and payment into a central registry to truely prove that they are 18. The sites then have to check against that registry. So, it is a true Adult Verification System but nothing like the AVS's that we are used to.

It is still very fucked if not more so.
