Depending on the project and how far he was into it, might be quicker to recode than continue on. Certainly if the code wasnt object oriented, well document, or well structured, even in php it may be easier for a new programmer to start fresh then finish up loop holes. Again this of course depends on the size of the project and the amount of work already accomplished.
