I think what the industry did a while ago was a very good move, getting an independent company to verify some of the results.

My strong feeling is there's not that much wrong with shaving, it's similar to the lemon law, if your car breaks 3 times for the same reason, you get a new one, does anyone uphold this law? No.
Same here, you send 3 signups, yet someone else sent 3,000 and 100 were charged back cuz they were fake. The sponsor needs to recover to continue producing cash to send you guys ( give customer a new car ) so occasionally they will shave and occasionally they will pay ;)
What does all this come down to? An independent company should be able to offer its services by streamlining and sitting middlemen verifying adult affiliate sponsor stats and allowing a quick and easy resolution to any complaints.

IF YOU READ NOTHING ELSE , READ THIS:
Take a look at it from the sponsor's perspective, they have 10,000 signups / day. They can easily discount it to 9,900 signups per day, saving themselves 100 x $25 = $2,500 and when you break it down: that's 1% so if you sent 100 that day you'd be counted for 99, resulting in a net loss of $25 to the webmaster.
Now times that by *30 = you get $600 lost for the webmaster and 60,000$!!!!!! saved to the affiliate. With those kind of numbers would you do it?

I'd start
ww.Dollars.com a new B2B exchange that plugs the Sponsors into a banner management system much like
www.cj.com has done with the mainstream industry.
Then I'd make the Sponsors setup new company codes with Epoch and the other processors and give me access to their data dumps so I can assure the webmasters that they are in fact not being shaved.
I'd finish it off with some new fangled technology that could show people once and for all what their revenue earned per 1000 banner impressions was so they would stop judging their traffic on their value per click which is a variable and not a constant.
