Im not sure what your asking , i just downloaded the google toolbar on a fresh i.e. update, It works on all the links i posted

The first one pops up a window as the page loads.

The second one pops up a window as the page closes.

Leaving the page wont trigger a popup ( on the second example ), but you could make it do that if you edit the code. I didnt do that because it was only an example of a blank page.

The third example is an applet window popup , and it seems to work with any popup blockers. But the problem is i dont know much about writing applets , and when you click a link in an applet window the google toolbar seems to treat that as a popup ?
