can i get decent quality? What attributes should i look for in a camcorder if id like it to also take decent stills?

I saw a camera on QVC where it is constantly focusing, so the SECOND you hit the button, it grabs the image. No delay for focus at all.

this is important to me, so what should i be looking for when shopping this?
