It originated, so I've read, from the public humiliation forced upon Japanese women in a town who cheated on their husbands... the thought being that if they weren't satisfied with their one husband and had to indulge in other men, that they would be forced to "indulge" in every man in the town.
Whether that is totally accurate or not I'm unsure.
