I also think having a pool of trusted webmasters is the way to go. I think it would really slow down the amount of crap cheat galleries. When a submit script is used, it checks the submission against the blacklist, but how hard would it be to turn it around so it would validate a known email address and accept the post. Sure, to the gallery submitter it would be a pain in the ass...but only in the beginning. If someone has contact me with an email that they will use to submit with as well as sample galleries, it keeps some "get rich quick" guy from filling the queue with galleries that reduce an honest guy's chance of being listed.
