Banning C-blocks or even by IPs isn't the answer either, can cut out too many good sites easiliy if they are on a packed virtual account host.

No they cant do that because they would get shutdown, and it doesnt matter they arent doing that . I know i have done the checking.
Its working fine on tgp's right now using whois in the script before it gets submitted , by the time you blacklist a site its alreay to late your surfers have been hacked and popped all to hell.
When they start being trickier i will find a way to stop it. You can do wildcard whois checking and cut the submits . Im telling you its a good idea but your wasting your time.
