If they don't pay they get blacklisted on all tgps and say bye bye to the industry.

You don't think that if we were to do something like this it would become quickly apparent on the forums? We will be doing everything we can to help legitimate submitters out, and with time hopefully 100% of submissions will be coming from other TGP webmasters.
