http://www.pegasys-inc.com/e_main.html and buy a copy of TMPGEnc Plus 2.5. You'll need to play around with the encoding parameters but I think you'll be satisfied with the results. Here are some samples,
12-13 sec clips about 680-690K

Depending on the quality of the clip that you want to show you can get even smaller file sizes.
If you want even smaller file sizes, you can use the WMV format. I don't have any samples because I don't use that format for galleries. You can get the Windows Media Encoder for free at the MS site.
