I find only $4 million spent on the investigation hard to believe. Maybe when someone was claiming responsibility, there wasn't much to investigate initially? But I really don't believe $4 million is all that was ever spent on investigating it.
The damage to our buildings alone, is in the billions.
I do not believe the government knew about 9/11. I believe some of the intelligence might have known something was going to happen, but terrorists make vague and empty threats daily, it would have been impossible to figure out what exactly was going to happen. No one expected that.
