President Bill Clinton went to the Pentagon on February 18, 1998, and prepared the nation for war. He warned of "an unholy axis of terrorists, drug traffickers, and organized international criminals" and said "there is no more clear example of this threat than Saddam Hussein."
"Although war was temporarily averted by a last-minute deal brokered by U.N. Secretary General Kofi Annan, tensions soon rose again."
A great deal of the intelligence that was outlined in the "memo" provided to the Senate Intelligence Select Committee was gathered during the Clinton Administration and is old information compared to the Post Iraq "NEW INFORMATION" which is what the DOD release is referring to.
