if you see on the last hop that's techiemedias router which means that there is an issue on techimedia side and from what it looks like from here I'd say someone on techiemedia's network is getting Ddos attack hence taking down their whole network.

As far as Level3 there is no issues in their Newark facility if you want to check for yourself call 1-877-4LEVEL3
