It's called Theft by Deception in most places. Call his local Prosecutor and see what he recommends. A visit by the police might convince the guy he was mistaken. Especially if you can fax the pros. his 'receipt' and a copy of what you use. Is there a difference that you can see? It can be a felony if the money is high enough. Or if state lines are crossed in other cases.
