It is not impossible that the cc# was stolen and in this case checking if the username accessed the site won't help. So refund him before he calls his bank and chargeback the money anyway.

What site do you run? Is it in any good?
If I send you the letter before I sign up is that ok? It'll save everyone a big hastle & then you can just create the account for me.
