Is it possible to view the clicks.cgi source?

My question is wheater the data in the cookie set is equal to setting the ccbill_referer field?

I.e. Is the data set in cookie 0CCC_CTP_NFO_PA in CLICKS.cgi EQUAL to passing the string &ccbill_referer={PA} to SIGNUP.CGI.
