That's not what Wesley Clark said in his book, according to him the Bush administration had a plan to invade 7 countries (Iraq, Syria, Lebanon, Libya, Soumalia, Sudan, Iran). Now you can call him a liar all you want but I don't see anyone denying this.

I do not suppose one can negotiate with them. We can prevent many from being attracted to and joining militant Islam though.
Al-Jazeera for instance did wonders and converted many Islamic militants. Why? Because they hosted free dialogues between Islamic militants and moderate Muslims.
