The theory is the more sites that link your site of a similar theme the more relevent it must be.

So a page (not site) with a link popularity of say 1 links to your page then this will give it a certain amount of points (lets say 1) but if your page links out it will loose its link popularity. This stops you just putting up 1ooo's of links to other sites, just to increase the link popularity of your site.

The best way to increase link popularity is to have all the incoming links going to your index page and all your outgoing links going from a links page, not your front page. The higher the link popularity of the pages that link to you the more points its worth to you.

Thats why it is worth buying domains with existing high link popularity (contary to popular belief)
