The problem there is small nusiance groups. 15 guys with ak47's and grenades can do damage. Are they a large scale threat, no, but they know if they can kill some troops it wll cause political problems and people like you eat it up like candy.

In a country with millions of people, not everyone shares the same opinion.

Look at the usa, the country is pretty much torn between republicans and democrats that can never agree.
