I suggest you pick up a few books on military history and military strategy. Obviously your stint in the services has given you a "know-it-all" delusion based on a very narrow window of activity that you personally witnessed. There is much more to understanding something than mere personal first-hand observation of a narrow slice of that something. To understand anything, one must do research and lots of it.
Start with books on information warfare that pay special attention to Goebbels, his laws of propaganda and the transfer of Nazi specialists into the US military appartus post WWII.

I have been a student of military history...strategy...and warfare since I have been old enough to read and my knowledge in this area is extensive.
The Battalion Commander had the authority to intitiate the letter and initiate it for the reasons he provided and a

to him. I was an E-7 Plt Sgt...and if the letter had been handed down to me for my men to sign...sign they would have. I myself could have initiated the letter and had my men sign the letter.
