Arnold doesn't have to do anything when he gets into office. Whether its at the state level, or at the national level, the leader does best listening to the advisors around him. Arnold has an exceptional group of people around him.
Eisenhower was probably the best president we ever had, more than likely, because he wasn't corrupt and didn't really do anything. Too often, especially today, a leader's "political" fix to a problem just throws more wood on the fire in an attempt to put it out. Any major decision he made was often at the result of the advisors below him. He got elected because of his fame during world war 2, but was still a great leader regardless. Just because somebody is famous in another field besides bullshit corrupt politics, doesn't mean they can't do a good job. Running a state is a very complex task, and is done by the group of people around the leader, not really by the leader himself. The leader just takes the ultimate responsiblity and tries to set the general direction.
