If their host, upstream provider etc has looked the other way in exchange for $$$, then the complaintants should be going thru legal channels to get the upstream provider to shut them down.
Weg might be the biggest spammers around for all I know, but I think it sets a really bad precident when registrars are holding someones business hostage.
If godaddy does have the right to do that, then the way domains are issued need to be changed.

Godaddy typically will inform you before they lock the domain (or so they claim).. they have all the right to lock a domain for spam, and they should. If you are willing to abide by there spamming policy, you can work with godaddy and they will not shut down your domain, due to complaints.
