no, they aren't, just the finalists. Harvey posted 2 designs which are not between the finalists, so guess there are more. And between the best 13, you find things like

IMHO the only real runners were 12, 13, Harvey's and who knows which other are left off those 13 artworks. Either way, I feel like there will be no winner, just a feeling
