The guy offered a full refund, so what's the issue?
Negative Feedback should only be left if you have used all other means of getting a situation rectified, not just because an order is not getting to you as fast as you wished it was.
In fact if he gives you a full refund, in my opinion then he deserves extremely positive feedback...that's just good customer service on his part.
Hell I've had big companies like Amazon promise something to be shipped in 2-3 days only to find out it had to be back ordered, they usually just end up shipping it free of charge.
Now if they guys does not issue a refund or send the product then that's an etirely different matter.
But read the ebay policies regarding the feedback and dispute procedures and proceed accordingly, otherwise you'll be just another user diminishing the value of that system.
