It doesn't achieve anything since it doesn't really stop any future spam.
Gives self proclaimed "police" more power.
I've heard lots of stories of Spam Cop abuse.
Email is becoming unusable anyway.
SMTP should be done away with as soon as possible and replaced with something more efficient.
