2257 "25 prosecutors" is a rumor?

It is often said that there are "25 prosecutors" who are doing 2257 enforcement.

I googled for any info on this group of prosecutors and could not come up with anything.

I did fing this, which sounds a lot different than what's been said here:

"Section 17 of H.R. 1161 would impose a one-time requirement on the Attorney General to prepare and submit a report to Congress detailing the number of times since January 1993 that the Department of Justice has inspected records of producers of materials regulated pursuant to 18 U.S.C. §2257 and detailing the number of prosecutions under that section."

Is there any truth to the often cited "25 prosecutors"? URL?
