It serves one useful purpose, and thats as a formal talking shop. A lot of wars have been avoided because there is somewhere the participants can formally talk about it. Communication is good. Course, it didn't work with Iraq because the US has a president determined to goto war, but with sane leaders, it is a useful tool.
