I've been into the SMS-business in Europe for quite some years but China is nothing I've heard at least Europeans have tried with.
I don't think they have a general solution for premium sms billing as Europe have for almost every country. That is: Full coverage for all operators, for one single shortnumber allover the country (it's a huge country)
