Hundreds have been arrested for it. Usually it's been for disorderly conduct but recently the "Video Voyeur" laws are being written to include it (which makes it felony) along with hidden bathroom/bedroom cams. I guess one could say that stealing a peek is no longer petty larceny.
One guy actually was killed because of it. He was chased out of a shopping mall by security after a complaint from a lady that he had been stalking her through the store. He jumped into his car, sped out of the parking lot and lost control of his vehicle when he turned down the street. Wrapped his car around a tree.
All for a forbidden glimpse of candy wrapper...
