Most of these link building services are scams.
You pay maybe $200 for a "DA20" link, then you discover your link appears on a page hidden away somewhere with a DA of 2 and the homepage of the site has a DA of just 18.
Meanwhile, you can quite easily find a DA20 site yourself (and close to your niche) that charges under $100.
